Grandnephew of propositus Lewis Howell. Assistant Treasurer of the Society of the Cincinnati in New Jersey 1893-1901 and Vice-President 1901-1906. Born in Philadelphia , PA on 25 Mar 1842 and died in Philadelphia, PA on 25 Jul 1906. Served as 1st Lieutenant in the 17th Regiment US Army Infantry from 4 May 1861 to 27 Apr 1863 in the Civil War. Wounded in the war. Resigned due to wounds and ill health in 1864. Clerk and assistant to the secretary of the Philadelphia and Trenton Railroad Company until 1861. After the war became freight agent of the Pennsylvania Railroad Company. President of the Freight Claim Association in 1889, which he helped organize in 1887.

Member of the Veteran Corps of Artillery in the State of New York and the Military Society of the War of 1812. Served as a volunteer with the First Troop Philadelphia City Cavalry. In 1877 took his carbine and went with the City Troop to Pittsburgh, PA to help quell the riots. Member of the Military Order of the Loyal Legion of the United States.
